<p>2- President Hassan Sheikh Mohamud praised the MPs of both houses for the historic step they took in approving the country’s constitution, which underwent a long process of review and amendments.</p>
<p>3- President Hassan Sheikh Mohamud, held a telephone dialogue with King Abdullah II of Jordan and the Emir of Qatar, Sheikh Tamim bin Hamad Al Thani.</p>
<p>4- The Parliament of the Federal Republic of Somalia ratified the final chapters of the constitutional amendments by a majority vote.</p>
<p>5- Prime Minister Hamza Abdi Barre welcomed the Parliament’s approval of the constitutional amendments by both houses.</p>
<p>6- Prime Minister Hamza Abdi Barre attended an orphanage Iftar honoring the Day of the Orphan.</p>
<p>7- The Cabinet in its weekly meeting discussed national security, drought response, the latest military operations the Somali Armed Forces have conducted in newly liberated areas, and reports on modernization of governance and accelerating government service delivery.</p>
<p>8- A section of politicians from the opposition group- The Future Council, which accepted the government’s negotiations, welcomed Parliament’s approval of the country’s constitution.</p>
<p>9- The Minister of Constitutional Affairs Hassan Moalim Mohamud has welcomed Parliament’s constitutional approval.</p>
<p>10- Minister of Information, Culture and Tourism H.E. Daud Aweis Jama has called the completion of the constitution a historic milestone and stated that the Federal Government of Somalia is ready to strengthen public awareness of the constitution and statehood.</p>
<p>11- The Federal Government of Somalia confirmed the payment of US$3.88 million as the Takaful livestock insurance. The money was directly disbursed to herders benefiting from the DRIVE program, reaching 17,734 herders.</p>
<p>12- The National Independent Electoral and Boundaries Commission opened the voter registration campaign in the Jalalaqsi district in Hiiraan region.</p>
<p>13- The National Intelligence and Security Agency (NISA), with the help of international partners, killed the Kharijites Al Shabab commander who was the mastermind of planning attacks in Godka Jilocow (NISA offices) and other terrorist attacks that caused civilian, officer, and security personnel casualties.</p>
<p>14- The Commissioner of the the National Disaster Management Authority (SoDMA), Mr. Mohamud Moalim Abdulle, accompanied by the Galmudug Drought Emergency Committee, arrived on the third day of their drought relief mission to Wisil District, Mudug region.</p>
<p>15- The Director General of the Immigration and Citizenship Authority, Mustafa Dhuhulow, officially launched the implementation of the National Identity Card for domestic travel, aimed at strengthening the management system and smooth operation of domestic travel.</p>
<p>16- Somali National Army, with assistance from the African Union Mission in Somalia (AUSOM) and UPDF, seized Mubaarak and Daaru Salaam towns in Lower Shabelle Region, following a successful military operation against the terrorist group.</p>
<p>17- Somali Armed Forces Commander Brig. General Ibrahim Mohamed Mohamud Maxamuud ordered all branches of the army to fully participate in relief and support for the civilians affected by the famine in various parts of the country.</p>

										<content:encoded><![CDATA[<p>The 8th China International Import Expo (CIIE) marks the first session of the event since China expanded its zero-tariff policy to 53 African countries it has diplomatic ties with. China encouraged these countries to make full use of the policy, which grants zero tariffs on 100 percent of taxable items. As a result, the number of participating African enterprises this year has surged by 80 percent from a year ago.</p>
<p>&#8220;We are joining this event for the first time this year,&#8221; said Xiehe from Senegal, an employee of SONACOS, a local company specializing in the trade of peanut and peanut oil. “We hope to use this major platform to promote our products. Fortunately, by the second day of the expo, many clients had already visited our booth and expressed interest in cooperation,” he/she said.</p>
<p>When asked why they chose to come to the CIIE, many African exhibitors gave the same answer: China offers a vast market and abundant opportunities.</p>
<p>For a honey company from Zambia, the CIIE has opened doors to remarkable growth  its exports have risen from less than one tonne in 2018 to an annual average of about 20 tons. A Shanghai-based importer that once purchased just one or two containers of coffee beans from Ethiopia each year now brings in over 100 containers annually. A pineapple producer from Benin gained wide attention at the 6th CIIE, signing multiple cooperation agreements with Chinese enterprises, which not only secured stable orders but also encouraged Chinese companies to invest in Benin, set up factories and share advanced planting techniques and management expertise.</p>
<p>“At the CIIE, just a few conversations can lead to major business deals,” said James Kimonyo, Rwanda’s ambassador to China. “Through China-Africa trade exchanges, Chinese consumers are discovering new and unique products from Africa, while African countries are gaining new momentum for development — improving the livelihoods and incomes of local people in tangible ways.”</p>
<p>According to China&#8217;s General Administration of Customs, China has remained Africa’s largest trading partner for 16 years. Starting December, 2024, China granted zero-tariff treatment for 100 percent of tariff lines to the least developed countries that have diplomatic relations with China, including 33 African countries, becoming the first major developing country and major economy in the world to implement such a policy. This initiative now has been expanded to benefit 53 African countries.</p>

<p>This pledge was made at a high-level forum in Mogadishu commemorating the International Day to End Impunity for Crimes Against Journalists (IDEI). The event, held at the Airport Hotel, cast a critical spotlight on the evolving nature of threats, particularly the rise of technology-facilitated and AI-driven gender-based violence against female reporters.</p>
<p>The commemorative event was organized by the National Union of Somali Journalists (NUSOJ) and supported by the Canada Fund for Local Initiatives. It brought together senior government officials, international diplomats, and media stakeholders to address the legal and practical challenges in ensuring journalist safety.</p>
<p>Delivering the keynote address, the Minister of Justice and Constitutional Affairs, H.E. Hassan Moalin Mohamud, stated unequivocally that the government opposes all forms of harassment, intimidation, or violence against journalists, whether offline or online.</p>
<p>He detailed the administration’s proactive steps to create a safer legal environment for the media. Minister Mohamud noted that his ministry has undertaken a comprehensive review and restructuring of national laws, including the penal code, to ensure they align with international standards on freedom of expression. These reforms, he emphasized, are designed to guarantee that perpetrators of crimes against media workers are held accountable through the formal justice system.</p>
<p>Mr. Omar Faruk Osman, Secretary-General of NUSOJ, addressed the forum, acknowledging the tangible progress made in recent years. He highlighted that physical violations and lethal attacks against journalists have seen a notable and welcome decline.</p>
<p>However, Mr. Osman cautioned that the nature of the threats is rapidly evolving. He urged the government and its partners to intensify efforts to combat new forms of harassment, pointing specifically to the rise of online surveillance, digital stalking, and AI-facilitated disinformation campaigns. He stressed that these digital attacks disproportionately target female journalists, with the explicit aim of silencing their voices and driving them from the profession.</p>
<p>The government’s position was strongly supported by the Ministry of Information, Culture and Tourism. Representing the ministry, Mr. Mohamedkafi Abukar, Director of Somali National Television (SNTV), praised the collaborative national initiatives aimed at safeguarding media professionals. He reaffirmed the Ministry’s support for a free, independent, and responsible media sector, which he termed essential for Somalia’s democratic development.</p>
<p>The event also featured prominent international partners, including H.E. Pier Mario Dacco’ Coppi, the Italian Ambassador to Somalia, and a Representative of the African Union. Both diplomats echoed the call for enhanced protection mechanisms and commended Somalia for the positive, measurable strides made in improving media freedom and reducing violence against the press.</p>
<p>This high-level dialogue occurs as Somalia continues to make significant gains in overall peace and state-building. The reported decline in attacks on journalists is widely seen as a direct benefit of these national stabilization efforts, signaling a broadening consensus on the critical role a safe and free press plays in Somalia’s bright future.</p>

<p>As Somalia joins the global community in observing the International Day for the Eradication of Poverty, we take this opportunity to reflect on both the enduring challenges and the emerging opportunities shaping our nation’s future. Building on recent progress in state-building and economic reforms, Somalia now faces the critical task of ensuring that growth translates into poverty reduction and broader inclusion.</p>
<p>With over half of Somalis living below the national poverty line, tackling poverty remains a national priority that demands sustained and accelerated progress. Vulnerable groups, including nomadic communities and internally displaced people, continue to face deep deprivation, and youth unemployment remains a pressing concern, with labor force participation among young people (aged 15-24) estimated at around 16.4% among males and 8.1% among females. Access to basic services is equally limited, with just 35% of children enrolled in primary school. The private sector, a potential engine for job creation, is constrained by weak infrastructure and limited access to finance.</p>
<p>Yet, these realities are not insurmountable. Somalia stands at a pivotal moment. The country’s advancing negotiations towards joining the WTO off the heels of Somalia’s recent accession to the East African Community (EAC), opens new avenues for regional and global economic integration, trade, and mobility. Our vibrant private sector, driven by entrepreneurship and innovation, is poised to create new jobs, expand exports and contribute to inclusive and sustainable growth. With over 70% of the population under the age of 30, Somalia’s youth represent a powerful engine for growth and transformation. Continued improvements in digital infrastructure and the expansion of social protection programs further strengthen our foundation for inclusive and resilient development.</p>
<p>Somalia’s strategy for jobs and poverty eradication.</p>
<p>Somalia’s strategy for jobs and poverty eradication is anchored in the National Transformation Plan (NTP) 2025–2029 and aligned with the World Bank’s Country Partnership Framework (CPF) for FY24–28. Together, these frameworks provide a clear roadmap for inclusive reforms and targeted investments that can unlock new pathways to employment creation, productivity and shared prosperity.</p>
<p>At the heart of Somalia’s vision is a simple conviction, that poverty is not inevitable and with the right investments in jobs, human capital, and resilience, every Somali can contribute to and benefit from the nation’s growth.</p>
<p>The voices of young Somalis, such as Abdirahman Nour Yusuf, Executive Director of MAAN-DHIS Youth Organization, remind us that Somalia’s greatest challenge lies not in the absence of potential, but in the absence of equitable opportunities. The call from our youth for meaningful work underscores the urgency to act decisively and collaboratively, ensuring every Somali, young and old, has access to a decent job.</p>
<p>A holistic, multi-sectoral approach to jobs and resilience.</p>
<p>The fight against poverty in Somalia is a shared endeavor, driven by strong collaboration between the Federal Government of Somalia, the World Bank, and development partners. Together, we are investing in a diverse portfolio of programs that prioritize job creation, as the engine of inclusive growth today, while building the skills and human capital for jobs in the future.</p>
<p>From the BOOST-You project, which provides jobs and technical skills for vulnerable youth, to the Somali Sustainable Fisheries Development Project revitalizing coastal economies, and the Somalia Urban Resilience Project &#8211; Phase II which is generating employment through urban infrastructure, these initiatives are transforming lives across the country. Projects such as Rajo Kaaba empower women through education and skills development, while Somalia productive, resilient, and inclusive growth (SPRING) project expands financial and digital access for entrepreneurs. Through Somalia Capacity Advancement, Livelihoods and Entrepreneurship, through Digital Uplift Project (SCALED-UP) Additional Financing, we have supported the establishment of private and financial sector institutions, including ‘Gargaara’, which is enabling lending to small and medium enterprises.</p>
<p>A Call to Action.</p>
<p>Ending poverty in Somalia requires coordinated, multisectoral action and synergy among government, development partners, the private sector, civil society, and citizens. We call on all stakeholders to: Accelerate implementation of Somalia’s reform agenda and the National Transformation Plan; Deepen investments in productive sectors to generate sustainable jobs and diversify livelihoods; Expand access to quality education, skills training, and health services; Strengthen social protection systems to safeguard the most vulnerable; Unblock constraints to job creation, especially in finance, energy, and infrastructure; Foster public-private partnerships and community-led initiatives and promote inclusive policies that empower youth, women, and marginalized groups.</p>
<p>Somalia’s pathway to jobs is increasingly promising</p>
<p>Looking ahead, new opportunities are expected to emerge through expanded public works programs, entrepreneurship, and youth employment initiatives, alongside improved access to digital and financial services, particularly empowering women and young people. The scaling up of social protection systems, including cash transfers and safety nets, together with targeted investments in education, skills training, and health, will strengthen household resilience and human capital.</p>
<p>Moreover, greater regional and global integration is opening fresh avenues for trade, mobility, and knowledge exchange, while ongoing economic reforms and efforts to enhance the business climate and foster public–private partnerships are positioning Somalia, for inclusive, sustainable growth.</p>
<p>Collectively, these efforts are shaping a future where every Somali can access decent work, contribute productively, and share in the nation’s economic renewal.</p>

<p>3- Prime Minister Hamza Abdi Barre has appointed Mr. Osman Cali Farah to be the First (Deputy Director-General) of Aden Adde International Airport in Mogadishu.</p>
<p>4- Deputy Prime Minister Salah Ahmed Jama met with the new British Ambassador to Somalia, Mr. Charles Nicholas King, and they discussed enhancing cooperation between the two countries.</p>
<p>5- The Ministry of Justice and the Supreme Court held a joint meeting to address challenges facing the country’s prisons, such as overcrowding and inmate safety concerns.</p>
<p>6- Foreign Minister Abdisalam Abdi Ali has met the new Special Representative of the Chairperson of the African Union Commission for Somalia and Head of the African Union Stabilization and Support Mission in Somalia (AUSSOM), Ambassador El Hadji Ibrahima Diene.</p>
<p>7- The Somalia Humanitarian Platform Conference, organized by SoDMA in coordination with the Southwest Ministry of Relief and Disaster Management, concluded in Baidoa.</p>
<p>8- Deputy Special Representative of the United Nations Secretary-General and UN Humanitarian Affairs Coordinator for Somalia, Mr. George Conwey, said that Somalia’s humanitarian situation requires urgent, large-scale relief.</p>
<p>9- A crucial meeting in Mogadishu between the Immigration and Citizenship Authority and the National Identity and Registration Authority (NIRA) discussed harmonizing services and plans related to the national identity card.</p>
<p>10- The Minister of Planning, Investment and Economic Development, Mahmud Sheikh Farah Beenebeene, held a fruitful meeting with Ambassador Karin Johansson, the European Union Ambassador to Somalia.</p>
<p>11- Defense Minister Ahmed Moalim Fiqi met with the European Union Ambassador to Somalia, Karin Johansson, to discuss defense, security, and Europe’s support for Somalia.</p>
<p>12- Somali National Army and Ugandan Defense Forces delivered a strong blow to Al-Shabab terrorists in a battle in Bariire, Lower Shabelle region, killing more than 70 militants.</p>
<p>13- A major fire caused substantial financial losses at Suuq Bacaad, the second-largest market in Mogadishu.</p>
<p>14- Finance Minister Bihi Iman Ige met with the British Ambassador to Somalia, Mr. Charles King, to discuss the financial relations between the two countries.</p>
<p>15- The Director-General of the Immigration and Citizenship Authority, Mustafa Sheikh Ali Dhuhulow, has formally signed important procedures to improve the services the agency provides to the Somali people.</p>
<p>16- Foreign Minister Abdisalam Abdi Ali has received copies of the letters of credence of ambassadors from Ghana, Ivory Coast, Mexico, Venezuela, Korea, Mauritania, and Iraq.</p>
<p>17- The Governor of Banaadir and Mayor of Mogadishu, Dr. Hassan Mohamed Hussein (Muungaab), delivered a total grant of $200,000 to the drought-relief committee in the Awdal region of northern Somalia.</p>
<p>18- The Embassy of the Federal Republic of Somalia in India welcomed ten diplomats from the Ministry of Foreign Affairs and International Cooperation of Somalia who were on a work visit to New Delhi.</p>
<p>19- The Governor of Banaadir and Mayor of Mogadishu, Dr. Hassan Mohamed Xuseen (Muungaab), appointed Mohamed Aden Afrah as Director of the Department of Labor and Workforce of the Banaadir Administration and Mogadishu Local Government.</p>
<p>20- Deputy Finance Minister Abdighafar Elmi Hange participated in the African Ministers of Finance meeting in Bangui, Central African Republic, to discuss economic development and climate-change resilience.</p>
<p>21- Officials of the Federal Government of Somalia held consultative meetings in Beled Xaawo, Gedo region, with traditional elders about how the public can cooperate with the recently deployed Somali National Forces in the region.</p>
<p>22- The Minister of Interior, Federal Affairs and Reconciliation appointed the Monitoring and Approval Commission for the House of Representatives of the newly established Northeast State of Somalia.</p>
<p>23- The Ministry of Ports and Maritime Transport concluded in Mogadishu a workshop on the duties and the general framework for Somalia’s maritime security and addressing sea-based threats.</p>
<p>24- The National Intelligence and Security Service (NISS) conducted operations targeting a house where Kharijites leaders were meeting in the Aboorey area of Hiiraan province.</p>
<p>25- Qudama Hamza Yusuf Mohamed aka Yahya, Abdi Hassan Roble aka Afey and Ibrahim Omar Sham’un aka Hubka, all members of Al Shabab, were executed by firing squad after being sentenced to death by the Army Court for murders and terrorist offenses.</p>

										<content:encoded><![CDATA[<p><strong>Masagawaay, Galgaduud  14-04 2025   — A delegation led by Eng. Hassan Mohamoud Mohamed, widely known as &#8220;Gaashaan Yare,&#8221; has arrived in Masagawaay, a central town in Somalia’s Galgaduud region, to support ongoing operations aimed at liberating areas still under the control of the terrorist group Al-Shabaab.</strong></p>
<p>The delegation, composed of traditional elders, politicians, and youth from the Dhagaweyne Cumar sub-clan of the Waceysle clan—one of the clans in Galmudug—delivered vital humanitarian aid to the Somali National Army (SNA) and local community forces actively fighting against the extremist militants in Masagawaay and Ceeldheer. The assistance included live animals and food supplies.</p>
<p>While in the region, Eng. Hassan met with government troops and encouraged them to intensify their national duty and continue their mission until Al-Shabaab is fully defeated.</p>
<p>“We came here as a delegation from the Dhagaweyne Cumar clan to commend and support the brave Somali National Army and local forces who are sacrificing their lives to protect the nation,” said Eng. Hassan. “These heroes are engaged in a fierce battle with the extremist group Al-Shabaab. In response to the President’s call, we stand in solidarity with our armed forces. We have handed over two camels and food supplies today—but our support will not stop here; we will continue to stand with our troops.”</p>
<p>Eng. Hassan recently returned to Somalia after nearly 30 years in the diaspora, driven by a patriotic commitment to contribute to the country&#8217;s reconstruction and governance. He is a well-respected professional who once worked at the former Mogadishu Power Station before leaving for the United Kingdom 35 years ago to pursue higher education.</p>
<p>He holds both Bachelor’s and Double Master’s degrees in Manufacturing Engineering, Engineering Design, Management, and EU Business Management. Throughout his career in the UK, he worked with major institutions including:</p>
